Add udev rule for apex permissions
...
* Adds a udev rule that will allow user access to the apex group (which
is what owns /dev/apex*).
* Also bumps compat from 9 to 10.

Fix makefile, bump versions of modules/deb
...
* The Makefile configuration was using kernel macros instead of obj-m,
so it wasn't building properly.
* Bump gasket and apex module versions for better DKMS installs.
* Bump Debian package version.
